I would plant some shade trees that do well in your area, you will need to water them often and probably stake them so they are not blown over by wind. Then I would add tall fence or something to also help with shade, plant some perrenial flowers around the perimeter , add some seating areas with more shade like a palmetto tree or two, add a tool shed on the perimeter and paint it like Mediterranean style with bright colors and different bright color shutters or door on it (with the palmettos you would get a semi tropical or Mediterranean feel which is very relaxing) put in a hammock, some flat stone pathways, an above ground pool, and that kinda gives you some ideas if you want a cool place to hang out and relax.
That’s a tall order little lady. Maybe if you could book Willie Nelson to give a free concert every night with an open bar that might help. I don’t think filling up your yard with knickknacks,fences,trees and tacky objects will work. I think you have a beautiful tranquil view now, wouldn’t change a thing.

My first thought was build a saloon. However, I think you could do some landscaping and a water fountain in the center. A couple of cactus because you don't really need but two. I'd make a nice walkway with some stone pathway blocks. Keep it rustic.
