How do I create a mermaid scale wall ?

My wife is anxious to redo our master bath. She wants a under the sea mermaid maid kinda feel. One wall in particular she wants to be done in mermaids scale. Not tile she wants it painted. My question is what colors, where to find a stencil large enough so that it doesn’t take a billion years to do, and flooring. I want something that screams the ocean floor. Whether it be the color or texture. I’m full of ideas but not full of knowledge on materials. Any help would be a blessing and very very much appreciated. I just want to make her smile. Thank you
