You can pull all of the timbers out and build a concrete block retaining wall. That is a lot of work. You could possibly cover the old timbers (assuming they are not rotten) with decking material to give it a new look.
When I bought my 26 yr old house I had lots of rotten timbers. I replaced them w/Yard Product Metal Landscape Edging that comes in different colors. I believe their website is yardproduct.com. I believe they also sell on Ebay. I chose brown. It is held into the ground w/metal spikes that run through grooves in the edging. It is bendable and not difficult to cut w /a hacksaw and then bend back and forth to break. I love mine! Good luck!
You could use garden blocks. It will cost more and take a while to do, but will last for ever. Just use PL Premium to "glue" them together and it will be one solid piece. We got flooded a lot and these blocks hold back the water as long as it's not higher than they are. And they keep plants, mulch and dirt in place.
