Paint is the go to for sprucing up concrete block. Use a masonry/stucco paint and primer for the best adhesion. If you can plant some bushes or paint in bushes/trees/flowers on your wall.
After painting, how about hanging signs and outdoor wall decorations on it?

Maybe try to grow ivy on it put up planters hanging from it
Don't put in any kind of vine that grows up the wall. They will get their roots in the block and mortar and will compromise the integrity of the wall.
Yes - put a trellis in front of it if you are going to grow a vine. Maybe some nice shrubs and plants?
