Do not do this. Take the time to do it properly and remove the tiles underneath. You will be glad you did in the future if the underneath tiles loosen and ruin your work.
The only way I think would be successful would be if you used a very good bond and plywood on top of the tile surface you have and tile on top of that. I think if you tiled directly onto the existing counter the new tiles would crack and break in a short time. I hope this suggestion helps. 👍
