Concrete stain! Its fun too
No. the pebble effect is done when the concrete is poured. The gravel is mixed in the wet concrete. The concrete is poured and when it dries a little in a "plastic" state the surface is washed away revealing the gravel.
You would probably need to use a color stain on the new cement to darken it, then you can add anything you want on top, and use the new thick coat clear stuff the have for garage floors and gyms and stuff, it comes in amazing color combinations or clear and it’s beautiful

There is a paint available at Home Depot which has the stone effect in it once you have done it. The other way is to put a new layer of concrete over the whole thing but that would be losing the effect of the nice pattern and probably would be a lot of work and expensive. Something I have done in the past is to use concrete outside paint and then added fine sand but you have to keep stirring the paint to keep the sand relevant. The paint for garage floors is generally an epoxy paint.
