Hi, Clo. Are you looking for a specific project that was discussed on Hometalk? I wasn't sure so I did some searching and found numerous projects using paper bags for flooring, but only a few for decorative centerpieces.
Here are some links that may help:

I've used paper bags for several parties, but mostly Halloween and Thanksgiving. I used to put pint jars inside plain brown bags. I would tie ribbon or raffia around the rim, and fill the jars with water and fresh flowers. Then I started using silk flowers and I did away with the pint jars. I could gather the top around the bag much tighter. If I needed to weight the bags down, I would just pour in beans, rocks, rice or sand, whatever I had on hand. Then more recently I have been putting pint jars back in the bags, adding battery operated votives or fairy lights in the jars, along with straw flowers, with raffia around the rims. Sometimes I use craft punches to make light holes in the bags before I put the jars inside. Best wishes, Clo. 😊
