Apply a broadleaf herbicide like Weed b Gon, I put it in a large garden sprayer and just apply to the weed I want gone.

The best prevention is paying attention to what is growing on your land. Scotch thistle is a biennial, and the first year the plant is a low rosette up to 12" high and wide that can be pulled up or cut off at ground level. Mowing does not cut them short enough to kill them. The second year the plants grow much taller and wider. Do not let them flower as the seed can remain viable for up to 7 years. Roundup. If you can't get all the roots, then the plant will continue to return.
