Hi, Robin - I think you could do this with the right kind of adhesive. Check with the tile store (or department in a big box store). They should be able to advise.
You cannot apply tile to fiberglass. You cannot use tile on any part of the shower with a fiberglass surface, including the shower pan. Tile requires a smooth and flat base but does not adhere properly to fiberglass surfaces. Fiberglass showers are budget-friendly and install quickly, but are not suited for future remodels. When you install tile on the shower, you risk the tiles loosening over time and breaking off the shower. As the tiles loosen, water settles underneath, and the moisture buildup can cause mold and mildew.
Since I have not done this before I am taking a guess. If this is to tile the entire area, I would not suggest it. If it is to add a soap dispenser that is tile : Adhere with a silicon caulk making sure to then silicon around the tile so that water does not get underneath. Be sure to let set completely for 12 to 24 hours before getting wet. Be sure to keep the area dry and clean after each shower. If you are just adding a decor piece around the top of the shower it may also be okay.
