I made several deck decorations for very little. Remember you can always use flowers, esp. annuals that bloom all summer. Here are a few ideas and how to do them. We are on a very low budget too. Planters for the Patio Table and Yard
Use patio paint and stencils on flower pots. Paint a design on an aluminum garbage can for trash. Christmas lights or dollar store solar lights. Plastic table cloth for chair cushions. I use good quality fake flowers. Usually get two years out of them if you bring them in during the winter.
I find items at goodwill and thrift store and paint them to coordinate with my design.
I purchased several 8’ lengths of 1 inch PVC pipe and coordinating elbows to make a frame on which I hung inexpensive sheer curtains. I used some tiki torch mounting brackets to attach the poles to the railing. The total cost for all was less than $100. A few inexpensive plants completed the look. Here are the results:
