You will need to score the existing walkway before anything will adhere to it. This will allow the new concrete or mortar to make it's way into the scored sections and bond. Unless it's degraded, you might try "wet & forget outdoor" first. It's a no scrub cleaning solution.
Bob Vila's site has a video on what to do for resurfacing. I believe he uses Quikrete.
Consider Height and Pitch. Level your 2 SCRITS or skirts. Liquify Cement with Water until SLURRY. Pour SLURRY on old surface till area is covered. Pour your DRY-PACK over, screed and PACK to suit.
