Oh, there are soooo many options. If you have a wood fence you could attach basic towel bars to the fence. When the towels are dry and put up, hand solar lights in mason jars for night time entertaining.
Another option would be to put up a ladder side ways, same thing as above.

A Drying Rack is Simple as 3 qty 1×4s Shaped into an H, or upside down U, that have a Few 1" Dowels inserted into Holes you cut into the 2 Sides of the H Or U [cut the holes before you assemble the H or U, with a 1 inch Hole Saw Bit in the Standard Drill].
You hang those up mostly anyplace just like mounting a Large Frame or Projector Screen to the Exterior Wall of a Shed and can also conseauently, take those inside nightly or after the late fall season.
I like the ideas about using pvc pipe, it won't rust, will dry quickly and can withstand the elements. Use brackets that will hold it out from a fence or wall and you should be good. It will also hold the weight of wet towels while they are drying. Now you just have to get the kids to use them, not just drop them in a pile or whatever! I hope we could help you, Carole.
