I just did this. I waited a full month after the grass started growing. Yes it looked a little shaggy, but I wanted to make sure it was strong enough to not get killed by the mower wheels.
Mavis, in the meantime, you can use a trimmer to cut the tall spots
It is hard to grow grass in the hottest period of the year. In the northeast, September is the best time. Sprinkle some top soil or garden soil in the bare spots before seeding. Water gently every day. You may want to sprinkle a very sparse layer of grass clippings over the seeds for a light mulch. Don't mow until you have over 3" of grass growing and then only take off an inch. It should be looking great next spring.
