Is it safe to replant peony?

I have that happening as well but I like the flowers. They are in my lawn and everywhere. If you don't like them I would use a weed killer and if they are beside something you want to keep just apply it with a Q-tip.
There are weed killers out there that is safe for grass and will work well. Use a weed and feed in the spring before they start coming up.
They do take over but as a long time gardener....leave them be and enjoy the flowers. If that isn't acceptable I would pull them out by the roots which are quite deep.

You can thin them out by propagating and transplant into pots. Move them to another area or share with friends.
