Common sense and basic principals of organization, not just for your clothes closet, but for your entire home. Start by going through everything in your closet and donate any usable items. Organize the rest and replace. There are many methods, and the Konmari method is very popular. I am not a fan for a plethora of reasons (I have at least 75+ hats, and in her philosophy, that is far too many - you get the picture!), yet for many people, it works. Here are some sites to get you started.

You may have to be brutal in what you keep and what you get rid of, but unless it is something that is seasonal or really dressy, if you haven't used it in a year, get rid of it. Many people try to put things in the closet that will do really well in a drawer or under the bed box. Use underbed boxes or the bags you vacuum the air out of for seasonal clothes and store them on the upper shelves in the closet or under the bed. You would be surprised what can fit under a bed! I put my shirts together by colors, it helps to get what I want quicker. Certain outfits I hang together if they are things that you really only wear the same way all the time.
Hang by item, color, or length. Sweaters should never be hung, because they'll stretch out of shape. T shirts and tank tops can be folded and placed on a shelf, or in a see thru bin, sorted by color.
Turtlenecks can be folded, or hung by color, length.
Scarves can be folded and hung together on 1 hanger.
2 pair of slacks can be placed on 1 heavier hanger. 2 Skirts placed back to back will hang on clip style hangers. Drape longer dress lengths over tops of hangers to free up floor space.
Shoes on floor in see thru bins, or on upper shelves, on multi tiered racks, along with hats and gloves in bins.
Fold jeans and place in drawers, or hand 2 pair on 1 clip style heavy hanger.
Jackets are hung by length ( to open up more floor space, hang them at outer edges of closet), then color.
Organize by what works best for you.
