No, unfortunately you’ll have to remove the old tile first before installing new. It won’t adhere properly.
I wouldn’t do it. I would take up the old tile because as the first floor becomes older and loses its adhesion the new floor will suffer.
Are you just wanting to save time?
You would need a lot of mortar to build up then lay tile in it
