Yes. Just like when you put tile down. You'll have to have something to cut slate. You can rent a tile saw from home depot. I would seal it with a concrete sealer with a nonslip additive. This sealer brings out the beautiful color on the slate. (It would look like it's wet). If you want the full look then use a stone sealer with the same additive.
Use a latex modified thinset mortar.

If it were me, I wouldn't, only because the steps will be flexible and grout won't withstand that and will always be cracking. :)
May get slick when it rains also.
I'd be worried the wood would rot and not be a good support.
Slate becomes very dangerous when wet or icy.
