You local gardening center or nursery will have the best selections of plants for your CA climate. I expect the majority of their inventory will be drought tolerant. Walk around it and decide what looks tropical and lush.
Even the local Lowes/Home Depot will have plants that work best in your area, but they may not have the most knowledgeable staff to help make your decisions.
Drought tolerant plants still need some water so invest in drip irrigation as it is highly efficient at getting water exactly where it's needed.

Remember that no plant is drought tolerant the first year you plant it. If watering is restricted you may need to limit new plantings to one area each year.
