Chances are your yard needs to be re graded or have french drains installed. Neither one is inexpensive. Another option is to skip the grass and go natural. How about Xeriscaping instead?

San, your County Extension Agent can help you. If there are Master Gardners around where you are, they can help. A person at a plant nursery, not Lowe's or Home Depot, can usually help. I am sure there is good advice close to you.
