Check your building codes first. It may not be allowed.
To add insulated outer walls, extend hvac, put in a ceiling with insulation, add windows and a door, add flooring and outside shoring, redo some wiring, and possibly some plumbing, add in furniture and remake the storage, you will be spending almost as much redoing a garage as it would to build a brand new addition. And then there are the permits, extra insurance and additional taxes. But an added bedroom is often more than square footage. It is privacy and access; relief and respite; options and opportunity. There is SO much included in this kind of remodel, as Jewell said above. However, if you decide to go this route, I suggest a "mini-split unit" for ac/heat. They are AMAZING! Also, you already have the foundation with the garage; and that is a major expense when adding on to your house. So that's another perk. Keep in mind that some people leave a little bit of their garage (accessed through the big garage door) so they still have storage for lawn mowers, etc.
You will probably need a contractor to put up wall boards and flooring. You may need heat and air conditioning as well.
