Don't paint upholstery! Strip and restrain any wood and then recover the upholstery or make/buy a slipcover.
If your chair is all wood (no fabric) and you just want it to look cleaner and newer, wipe a coat of tung oil or hemp oil using a clean cloth and it will make a big difference.
