If you can get your hands on some well rotted cow manure then that is the way to go before tilling to a depth of about 12 inches. If you cannot get the raw manure then think about purchasing the bags of sheep or cow manure and dig in to the garden in the Spring before planting.
Start direct composting - you will love this tip my grandma taught it to me when I was a kid and it works wonders.
