Hi there, You have to use a glue - Wallpaper paste would do it or Mod Podge. Have fun.......
a white glue -- ModPodge, diluted 'ELMERS', brushed on the object to which you want to attach the photo; attach the photo and GENTLY smooth the surface to work out any air bubbles; when dry, come back and cover the entire front of the picture with a thin layer of ModPodge, or Elmers; allow to dry --at least 24 hrs; repeat, allow to dry, repeat. IF this is A PHOTOGRAPH on slick paper, and it's a family heirloom, I would suggest you make a COPY of that photograph and use it rather than the original; some older photographs could possibly separate from the paper and be ruined.
