old sheets with cut out eyes wrapped around dollar store balls or a balloon of some sort. Hang it from the trees.
You can take a old white sheet and tie it over a beach ball so that it has a head. You can hang these using twine or stake them into the ground with a broken broom stick or some dowel. I have seen these done in a group placed in a circle so it looks like they are holding hands. So darn cute!

My dad stuffs the head with newspaper inside white bags like you get from WalMart or the "thank you" kind then ties a bread tie around the "neck". He draws the face with a sharpie and hangs from tree limbs with Christmas ornament hooks and string. You can't see the writing, I think he turns them inside-out.
I've seen white gauzy material just for Halloween at the Dollar Tree. Hurry if you have one.....churches and day care scoops up those things early. I actually bought a roll of Christmas wrap in September!
