I can find hundreds of ways to prevent the evaporation on the internet but absolutely no information if it's already happened, what do you do.
Call a plumber and avoid a mess.
With a plunger or a "snake" tool.
You mean unclog? If plunging doesn't work you'll need a plumber.
"toilet jack" is a special snaking tool for unplugging toilets.
some have luck with pouring a cup of dishwashing liquid in, waiting a couple of hours, then flushing- the dish soap loosens everything up.
There's a time I call in a professional (electrical), but, a plumbing snake is easy to use if the draino and plunger don't do the job. They are available at hardware and plumbing stores. Home Depot's video helped me clear ours:

most people will just plunge a couple times and be done. Take the plunger push it down over the drain tight and go crazy with the plunger! if you know there is something in there, like a washrag, toy etc, try what they call a "closet auger" under $15 at home improvement centers it has a wire short snake, with a hook on the end, push that all the way through the trap (and the obstruction), on the end there is a turn crank thet turns the snake inside the toilet, you want that hook on the end to snag what ever it is blocking or breaking up the obstruction crank on that and pull up at the same time. But first plunge away! pull up on the plunger as forcefully as you push, you are trying to move the plug...good luck. Plumbers are expensive
One of those plungers that actually fits into the toliet bowl is well worth the money.... https://www.amazon.com/OXO-Hideaway-Toilet-Plunger-Canister/dp/B006P93BDS/ref=lp_85976011_1_1?s=bedbath&ie=UTF8&qid=1538848086&sr=1-1 nice this one came with a holder
You will need to plunge it
