You can buy a garage door seal kit at Home Depot and similar stores. It's not hard to install.
Check on line for the closest home store with a garage door seal in the size you need. It isn't any more difficult to do than replacing the bottom door seal for any door. In fact, it's probably easier because you don't have to get down on your knees to do it!
These are nailed on. Go to local home improvement store. They sell them - with instructions. Open the door about half way and push garage door openers again to stop the door in the partly open position.

Measure carefully the width of the bottom of your door, to insure you purchase the right sized replacement. Purchase one made for your door's brand, as well.
There are you tube videos showing step by step replacement of the astragal (the bottom strip). Applying silicone to the strip before installation, and having two people to do the install makes it easier.
