Seals are available at home centers and hard ware stores, they are not very expensive, replace the whole thing.

It would be best to replace the entire piece. Replacements can be found at most home improvement stores or they can order one for you.
You can purchase rubber seals at Lowes and Home Depot. However, I just had mine replaced because the door was old and the hardware stores did not sell the seal I needed. A garage door installer ordered the seal from a supplier that does not sell to the public. It was well worth the cost, because the seal had to be completely removed from the door, and a new one installed properly. It was not expensive and I know I have the right one for my door and no metal scratches on hands etc.
