Hi there across the bottom of the bench seat you can add vents. Here's what I mean via pics. It really depends on the type of heat you're covering up.

Just use the thin metal panels you buy at hardware stores on all of the front of the seat. The decorative panels are available with cutouts in different patterns. I've seen this done on any number of tv shows and they never seem worried about causing inefficiency of the heating system.
If you have baseboard heat, you could put in a toe kick heater and build right over it. Just leave an access panel to get to it in case it needs service. Here is one website just to give you an idea.
