Sorry but the question doesn't make sense. Could you please include some more info and repost?
If you have icesickels off the roof, you need more insulation in your attic. Start your winterizing there. Next wrap windows in plastic sheets. Some kits have been made commercially w/ tape included. Then check baseboards for gaps, caulk them. Dryer vents...clean them out so the flapper part stops cold air from coming in. Caulk arround any pipe coming out of your house..ie water taps, furnace vents. If you can see the duct work coming off your furnace you can insulate them..getting more hot air to living quarters. There are other areas to check, but this will get you started.
