Don't trim it yet!! You will be cutting off the buds for next year's flowers unless you wait until after it blooms in the spring!

I'm in NE Ohio and I just cut mine back, which I do every year at this time and they bloom beautifully come summer.
I agree to cut after they bloom is correct. But if your bush is particularly overgrown with those shoots that pop out of the top...cut them a bit shorter or trim off the tallest ones. You will still have enough flowers come Spring and a better looking bush until then.
