sand off the top coat of laminate and do decoupage then seal it with a good sealer after completely dry id wait a week before coating it

How about using some fancy napkins? They are really beautiful in all kinds of decoupage projects. You can get them online - try Amazon, they have hundreds of them.
Oh, I should have said paste them on with Mod Podge and cover them with mod podge to protect them. You can cut out the bits you like, overlap them or whatever takes your fancy.
