How to Haunt Your Yard With a DIY Chicken Wire Ghost Dress
Usually when dealing with chicken wire or anything else for costumes your best bet is not use a pattern.
Your best bet is instead to use the child's largest fitting shirt or skirt as the template for the front and rear, to weave it together with something soft, like an old t-shirt cut to shoestring sizes.
Especially is this so with chicken wire, so it is not as itchy-scratchy on the child.

It's pretty free form, you can make it any shape or size you like, but I would anchor the sheets in the ground or they can blow away.
