You do not cut them before the leaves are dead. The leaves feed the bulbs.

Yes cut to the ground as the will be tough to trim out the dead canes when they start to send out shoots in the spring.
Hi Georgia. I'm Cindy. You could cut them back now. Cut all the way down to the soil. It's important to leave the roots intact. Remove all the leaves and debris, then cover them with 3 or 4 inches of mulch to protect the roots thru the winter. Hope this helps. Good luck from Cindy.
