A Nail File will likely give the best results. Just be careful.
You might try acetone aka finger nail polish remover.....
Hi Barb,
I'm Linda and I found several ideas on wikihow.com . If you do try acetone, you should know that nail polish remover is not pure acetone. If you have nail polish remove around your home, I'd say, go ahead and try it. However, if it doesn't work, you might need pure acetone. You can purchase that anywhere you find nail polish remover. It's used for gel polish and to remove acrylic nails. If neither of those products work, here's the wikihow article with several more ideas. Wishing you success!

If the lighter is made out of plastic the acetone may damage it.
Heat some oil and start rubbing. It might take several times of heating the oil.
WD 40
Goo gone home Depot
Throw away and get a new lighter. It will never be the same once you start trying to take it off. Maybe a razor blade scraper might work.
YES!! Walmart sells SUPER GLUE REMOVER. Just squirt it on & let it set for a few minutes & it dissolves the super glue. It works on almost everything including fingers lol. I've used it before. :)
Single sided razor blade.
