Believe it or not - use the most abrasive toothpaste you can find like Colgate Whitener. Use just a little water to make a paste and rub well. It works!

There are several different polishing kits you can purchase. Just ask at a store that sells things for cars. In Canada we went to Canadian Tire.
Wash and dry the headlights then spray with insect repellant. Quickly wipe off while still wet. Works great! You may have to redo it again periodically.
Mix some baking soda into some dish washing liquid to make a paste. Rub the paste onto the headlight cover with a sponge, then rinse and dry. Polish with a soft cloth.
FYI: I tried the baking soda and white vinegar several times over an hour or so, rubbing well after each application. THIS DID NOT WORK.

none of those home concoctions work. there is a little kit you can buy at Walmart, especially for foggy/weathered headlights - very cheap - and it works like a charm.
It may be the clear coat that has yellowed and gotten scratches over the years. Then your headlights have to be sanded with a very fine 1000 grit sandpaper to remove all the clear coat that appears "foggy". Some Walmart stores with an auto shop dept. offer headlight restoration for $30
Recently used one of the headlight restorer kits. My headlights didn't come out really clear like new ones, but they were greatly improved. They look better an shine brighter. Worth the money and the few minutes it took to use it.
