I use mild soap (like Dawn) and water with a soft net scrubby.
They make a bug and tar remover you can purchase at any auto parts store. First try some WD40 or some Avon skin-so-soft. Put some on a clean white cloth and rub until it comes off. Then wash your car well.
How fun, a road trip!
Try WD 40.

I use the blue stuff outside at most gas stations. You need to soak it so it adds moisture then scrub with the foam side of the sqeegee. At home
Simply Green or Totally Awsome from the Dollar store and a dish scrub pad will work. The secret is letting it soak up the cleaner for 5-10 min. Use moderate pressure. Another method is to scrape it off with a credit card or a something like it (plastic). If it is scratched then a headlight lens
restorer will be the only solution which is a lot of work. Most of paying for
the service is usually the better option.
Hope this helps.
I use a kitchen scrubby that's safe for plastic and bug & tar remover.
