In my opinion you really should remove the wallpaper first. The most important part of a good looking quality paint job is definitely surface preparation.
We live in a manufactured home. The "wallpaper" started lifting in the bathroom. Our
solutions was to first seal all seams with mildew proof wallpaper paste (use a seam
roller for best coverage). Be sure that is completely dry. We used Kilz as ours had a
Venetian Plaster design on it. We then painted with quality paint. It's holding very
well. Hope this helps you.
Whatever you end up doing, I would for sure use primer first! It will help the paint adhere to the wallpaper better.
Hi Marlene. My name is Cindy. Gently sand down the seams of the wallpaper first. Then clean the entire wall. Apply a coat of oil-based primer. Then paint with water-based paint. Hope this helps you. Good luck Marlene.
