How do I make a barrier free shower?
I have a tub and tub surround. I want a barrier free shower with a seat for my husband. Do I need a base? Or just tile over the cement board. I do not have to move the plumbing but do want to remove the tub spout and tub over flow. What is the best way to accomplish this job with as little down time as possible.

I would suggest getting a professional to do this. Moving the tub is a heavy job, and you may have to move the drain for the shower. If plumbing is not done correctly and develops a small leak, you will have more problems later on.
You still need a shower pan, and the proper slope so that it drains properly. Get a pro in for at least that part, if you wish to do the tiling yourself. No matter how you look at it, this is a multi day task, and once complete, needs to cure for a few days before first use. AND you need to follow building code. Here is how to hire a contractor.

That unfortunately is a big rehab. You have to move everything and redo floor in entire bathroom by mud set to angle the tile down to a drain. Can't just tile flat over concrete board. If everything goes smoothly it will take about a month and at least $10,000.
