Hi Julie Ann. The easiest way is to decide on the shape you want, cover the entire area with three or four layers of newspapers. On top of the newspapers, add a weed barrier fabric sand your rocks on top of that. Either before or after, you can add edging to keep it contained. The newspapers will kill off any existing grass or weeds eliminating the need to dig everything out. Give it a few weeks before planting. Just cut an x through the weed barrier when ready to plant.

Firstly, reliant on your State, usually you can Take Rocks, about 500 lbs a month from Roadsides, and Trails, About 6 to 10 buckets, as from Public Woodlands rather than from Private Property.
And is great exercise too.
And also a Great way to Budget any Small Traffic Ticket as a Profit in your Budget.
Those make great resources, when you use them, and take time to gather these.
To paint them with White Rustoleum paint is not really a Great expense as long as you secure those somewhat clean enough to take 1 coat of paint rather than several.
