Cover Ugly Laminate With Real Wood Veneer
Thick solid vinyl (not paper backed) sheet flooring makes a great countertop cover. Buying remnant pieces is an inexpensive way to get the best & high dollar vinyl for this. Cut to fit countertop then glue it down or as I did, use carpet thread reinforced double-sided wide tape around edges; in center to stick it in place. Mine has been down for nearly 6 yrs without fail. I used a ceramic tile pattern. It's almost indestructible. Glass rarely breaks when dropped on it. I love it's look & easy to clean performance plus it was pliable & easy to install. Change it any time I wish or need to, not much expense involved either. Will I do this again? Absolutely!
You could put an epoxy on it. This company has some videos on how to use their products. I would think you'd have to glue down what is separating though. They also have a concrete overlays section coming soon.

EASIEST WAY!!!!!....... Take the whole countertop off and set it out side in the sun on a Warmer/hot day. The heat from sun will Degrade the glue and the laminate will pop off. It takes a while and it has to be hot but it works. Then a little sanding and you can put whatever type/kind of countertop on it
