In school, we always folded a square paper in fourths, then in thirds on the diagonal so that it looks like a flat ice cream cone. Round the exterior edge with scissors, cut little designs on the edges, cut the tip and unfold.
Use pleated coffee filters, fold as you like, than have fun cutting
I love the coffee filter idea. Then your paper is already in a circle which is perfect for snowflakes. Then just fold the paper or filter in half, and then in half again and again until it's a skinny triangle. The cut the edges of the folded paper, but be sure to not cut all the way to the other side. Unfold and you're done.
