mulch, mulch, mulch and rake under in the spring ... use leaves, straw (not 'hay'), compost from your compost pile.
I piled leaves onto the garden beds, added fertilizer, and covered with dark plastic tarp. The fertilizer helped compost the leaves, and then I tilled everything into the soil in the spring.
