Of course get rid of what is unused, also look at the closet space and be well organized to get the maximum benefit out of it. It would also depend on what the closet space is used for. If office supplies then keep your products in the closet near the office, maybe put in bins that fit closely together and label them.
If for clothes, then you could double hanger them-forming 2 layers-such as an outfit with pants and shirt together on your linked hanger.
Double up the rods to accommodate shorter items like shirts and skirts. Utilize the back of the door to store shoes and or purses, try putting a small bookcase (billy bookcase from ikea) for shoes/purses/hats. Find the hangers that hold three or four pairs of pants or make your own using pop can’t pull tabs.
Use huggable hangers. Cascade them with hooks or soda tabs. Hang tank tops on a scarf hanger or use shower curtain rings on a hanger. Buy pants hangers that hold multiple pairs. Stack items on shelves above rods.

Funny thing - first you get rid of everything you don't want or wear anymore. Just remove it because it will mess up your plans.
Then ask yourself which clothes do you like folded and which hanging, place them in piles. Look at what you have left over then try and figure out what you will need to make the most out of your space.
Crates can be helpful, additional shelves by shrinking the hanging space. Hanging shoes on the door or stacked in boxes. Hope that helps.

Downsizing several times Ive learned to maximize all available storage options. Im also cursed with the lack of storage closets too.
In the kitchen maximize cupboard storage utilizing various storage bins baskets and elevating wire racks in all cabinets above and below countertops. You might consider using the backside of the cabinet door too. Purge the things you dont need or store other things that you don’t use often in another area of the house....like under the bed, garage or basement closet. Put you beds on risers and use low profile totes and spacebags under the beds. Switch out summer and winter wardrobes. Some people use storage Ottomans or trunks as coffetables to hide extra items as well. Lastly the beds with drawers below the mattress are options too.
