Easiest is to take to a brass polishing co. They do a great job and apply an anti tarnish finish . I had some done 15 years ago and still looks perfect. I tried polishes and ketchup but still couldn't get out the dark spots, but they did. One good thing, tarnished brass is in style now.

If you desire, spray lightly with WD-40, then wipe off. It will brighten the brass. Use a Q-tip for smaller areas. It may not be equivalent to professional restoaration, but does a nice job.
