They will catch fire from the gas flames.
Don't know who said that, but I would not understand the reason either. You are looking for the amount of heat and gas or electric should make no difference.
Preheat oven to 200 degrees. Line a cookie sheet with aluminum foil and spread pine cones across it in a single layer. Place the pine cones in the oven for 30 minutes or until the cones are fully opened and the sap has melted. Do not leave the oven unsupervised during this time, be alert for smoke or fire.
Doesn't matter what source of energy oven is using. Just don't let sap get onto bottom of oven, oven racks or your pans put foil under them and not directly on bottom of oven if it's gas sap is flammable & really hard to remove and may seep from cones as they are drying. Just do it at low level-200-heat for an hour
Luckily I have never had bugs in any of my pinecones - but placing pinecones in the oven and cooking bug bodies in there is just gross to me. Who wants bug bodies exploding in their oven where you place food? Just place in a clear plastic bag sealed up and set in the sun or use a blow dryer. They will crawl out. Or dunk in a bucket of water weighted down. Lots of other ways to remove bugs without cooking them. Just my personal preference.
