Cover with thin quilt batting. Then cover with fabric of choice. Use coordinating ribbon. Easy simple and quick. If you don't have a staple gun, use finishing nails or thumb tacks to secure. Hot glue will work in a pinch.

get a piece of foamcore from a art store--Michael's etc. Get paint, embelishments(scrapbook section), thin ribbon and flat thumb tacks. Paint and decorate the foamcore. Glue fancy stuff on and attach ribbon. You could also use scrapbook paper and glue it to the board and decorate. Have fun!
Make sure the material you have is just large enough to cover the front, then go around the back approximately 1inch. Lay this fabric face down on a table or floor. Then layer with some wadding to give some padding, then add the cork board face down.
Put a staple in the middle of each side to start with, stretching the fabric slightly as you go. Then fill in each side of these staples. Mitre the corners to finish this stage.
The next stage is to add the ribbon, measure equally across diagonally one side stapling around the back. Then do the same the other side. Add drawing pins to where they cross. Cover the back with backing fabric. Add small eyelet hooks to the back and string for hanging.
