Depending on how old and how much is already peeling, we usually:
Strip of the outer, finished layer
Wet down the remaining paper backing/adhesive side that sticks to the wall.
Use plastic scrapers so they won't scratch the wall too badly and more water in a mister to gradually take off all the stubborn leftovers.
When the wall is mostly clean, wash it with TSP and then rinse and patch any damage.
Yes to above! I would just add- be careful and gentle with the plastic scraper especially if you have plaster walls. You don’t want to scratch lines in your wall that you need to fix later.
Go the easier route. Buy or hire a wallpaper steamer, It does the job quicker. It doesn't take much to scrape off because the paper is wet

i have 2 adds to above: carefully score with a tool to perforate and mix 50/50 solutions to melt the adhesive. Water with either vinegar or fabric softener. I prefer fabric softener because of the scent.
