If you plan on going over the linoleum with peel and stick tiles you should use a an Adhesive Primer first. I know the tiles are very sticky but this primer will ensure that they stick! It is a a liquid and you can roll it on like paint--use a brush to get along your wall edges. It dries very quickly. I would do 2 coats. I put vinyl tiles over linoleum in my kitchen and a bathroom 8 years ago over linoleum--and use the adhesive primer first--and I have not had any problems with the tiles coming up.

That depends on whether or not the linoleum underneath has a texture. If it does, you need to either remove it or install a subfloor since the new floor may mold itself to the old linoleum and the pattern may indent onto the new floor. It all depends on what you are installing and what is underneath.
