It might be a pollination problem, Ellen. If you aren't getting bees to do the job, you'll probably have to manually do it yourself. See if you don't find this informative:

If you don't have a lot of bees or other insects, you may need to pollinate the flowers by hand. You can use a small artist brush, Q-tip or anything the pollen will stick to pollinate the flowers.
Hi Ellen. I'm Cindy. I do self-pollinating in my vegetable garden. I just jiggle each stalk. The pollen just falls down to other blossoms. Works well. I have another idea that will help too. Dissolve 2 tablespoons of Epson Salt in a gallon of water. Sprinkle this solution on the soil at the base of the plant. Follow it with more water. The extra water will help the roots receive the E Salt. This process puts enzymes in the soil and plants flourish with it. You can repeat every 2 weeks. Good luck Ellen and Happy Holidays.
