Perhaps raise the distance between the shelfs and then add S hooks. Then simply hook purses on so they hang from the hooks. Might also want to fill each purse with scrunched paper, maybe newsprint, to keep their shapes.
Stuff them with newspaper and put them in a box ;
Mark the outside with what kind is in each box. or
put numbers ( l,2,3 etc) on the boxes and keep a notebook with what
purse is in what numbered box.

I hung hooks on the wall behind my door and hung two purses on each hook rather than using shelf space. The door hides the purses and hanging them keeps the handles in shape. I only have one purse that I need to stuff with something to keep it's shape.

I put mine in fabric covered boxes often encased in a flannel sleeve. Boxes can be stacked. Secondhand baby blanket often at the thrift store less than $1- can make nice protective sleeves.
What about dividers between them to prop them up?
Once had the exact same dlimenia. My inspirational suggestion came to me as I was cleaning out all our old shower curtin rings. Know where this might be going? Well shower curtain rings are my best hack idea for almost everything. But especially purses, second only to bellt groupings. I like to see mine so I can quickly chose and run out the door. So see the shelves you have them slouching on? It has bars right well depending on your desire for organization you can hang one per bag or as I did color and season orientented mine for the perfect bag for the perfect event at my finger tips. AS for keeping their shape I use plastic grocery store bags the ones everyone throws away. When you region gets hit with the 2 cents per plastic at store you have hundereds stashed away. Win win. Hi: I store mine in cloth shopping bags and lie them down instead of standing them up. I put the smaller ones inside the larger ones to help keep the shape.
I solved this with two methods. I bought a purse holder strap that attaches to the top and bottom of my closet door with a simple clip. this holds about 6 purses. I used 2 of these. Then I found clear plexiglass shelves that I turned upside down to use as dividers-mine will hold 2 purses. I put similar color purses together. Any type of shelf intended to stand in kitchen or office cabinets could be turned upside down.
